Delhi's Expenditure Finance Committee, chaired by Chief Minister Rekha Gupta, has approved the construction of the city's first dedicated state guest house. The facility, to be named 'Delhi Sadan,' will be built in Dwarka's Sector 19 at an estimated cost of 151.97 crore rupees.

Officials said the project was approved at a committee meeting held on September 9. The guest house is intended to cater to dignitaries, government officials, and other guests visiting the national capital for official meetings and conferences.

Project Timeline and Phasing

The tourism department, which proposed the project, has been allotted a 3,899.42-square-metre plot in Dwarka by the Delhi Development Authority. The land was handed over in February 2021. Officials stated the construction will take 21 months to complete after tenders are accepted.

The funding for the guest house will be allocated across three financial years.

Design and Oversight Directives

An architecture consultancy appointed by the Delhi Tourism and Transportation Development Corporation will design the scheme. The design is meant to incorporate elements of the architectural character of historical Delhi.

The committee emphasized that the facility must not become an under-utilised government asset. According to meeting minutes, the tourism department and DTTDC have been directed to develop a revenue-generation and utilisation model. This model must ensure optimal use of the building and its facilities.

The plan should allow space to be used for government services and official purposes while generating adequate revenue to support its operation and maintenance. The department has also been asked to prepare a comprehensive operation and maintenance strategy during the design phase itself. This strategy must cover manpower, security, asset management, and statutory compliance.

The EFC has directed that the project must adhere to the sanctioned cost and timeline. A detailed project report, statutory clearances, and quality monitoring are to be ensured during execution.

Related Infrastructure Approval

In a separate but related development, the committee had earlier approved a major power infrastructure project for electric buses. At a meeting on September 2, the EFC cleared a 300.61 crore rupee project to develop dedicated electrical infrastructure for charging electric buses at seven depots in the city.

The work, to be executed by BSES Rajdhani Power Ltd, is expected to take 18 months after requisite approvals are granted. This infrastructure is deemed a prerequisite for scaling up Delhi's electric bus fleet to around 14,000 buses by 2028.
